The report focuses on state trading enterprises (STE) that deal with agricultural and agri-food products. The first part of the report provides a literature review with respect to STE. The second part develops theoretical frameworks of imperfect competition for assessing the operations of STE. The final part proposes criteria for building a classification system for STE, presents some case studies, and assesses these case studies according to the criteria.
