The Federal government introduced draft legislation in June 1993 to initiate discussions on reforming the western grain transportation system. This draft bill, entitled the Western Grain Transportation Reform, involved amendments to the Western Grain Transportation Act (WGTA), the National Transportation Act, 1987 (NTA, 1987), the Canadian Wheat Board Act (CWBA) and the Farm Income Protection Act (FIPA).
