Through application of science and technology (S and T), the five federal departments that deal with natural resources have formed a common vision on approaching sustainable development and the issues that affect human health and the environment. The foundation for this horizontal approach was established through a Memorandum of Understanding (MOU) on Science and Technology for Sustainable Development signed in 1995 by Agriculture and Agri-Food Canada, Environment Canada, Fisheries and Oceans Canada, and Natural Resources Canada. Health Canada was subsequently welcomed as a fifth signatory. Now known as the 5NR MOU, activities under this agreement involve working groups that bring together experts from across government.
